PERFORMANCE AUDITOR (SPECIALIZING IN NURSING) | JOB LEVEL: 5.V

Background

The Office of the Auditor General (OAG) is Rwanda’s Supreme Audit Institution. It derives its mandate from Articles 166 and 167 of the Constitution of the Republic of Rwanda. This mandate is detailed in the law N° 79/2013 of 11/09/2013, determining the mission, organisation and functioning of the Office of the Auditor General of State Finances.  The Office has legal personality, financial and administrative autonomy. OAG is responsible for the followings:

• Auditing and reporting on accounts of all public entities, local administrative entities, public enterprises, parastatal organisations and projects;

• Conducting financial, compliance, performance (economy, efficiency and effectiveness) and special audits in respect of expenditure in all institutions referred to above;

• Conducting accountability, management and strategic audits of accounts in the institutions mentioned above.

To fulfil its mandate, the Office of the Auditor General of State Finances wishes to recruit competent and skilled staff for the following positions:


a) Job summary

Performance auditor conducts performance audits of Government agencies, programs, or activities. Newly recruited auditors receive tailored performance audit trainings that enable to carry out work assigned to them.

The performance auditor analyzes complex management practices and operations either individually or as a member of an audit team. As an audit team member, the performance auditor assists in the development of the audit plan for the team, conducts a particular phase or section of the audit and contributes in audit report writing.

This involves the independent examination and evaluation of the economy, efficiency, effectiveness and legal compliance in a wide variety of government agencies, operations, programs and activities.

b) Job responsibilities

• Understand operations of audited government agencies, programs, or activities.

• Develop and carry out audit tests and procedures.

• Gather and analyze data on the functions, operations, and performance of government agencies, programs, or activities.

• Interview agency staff in data gathering and analysis.

• Develop audit findings.

• Assist in writing audit reports.

• Perform additional audit-related duties as delegated.


JOB REQUIREMENTS  

• Bachelor’s degree of nursing sciences or Bachelor’s degree in global nursing leadership or Bachelor’s degree of science in nursing or Bachelor’s degree in health administration;

• License from the National Council of Nurses and Midwives (NCNM);

• Eight (8) years (or above) of proven relevant and practical work experience; 

• Being Rwandan citizen.

• Being active member of the Rwanda Association of ProfessionalEnvironment Practitioners (RAPEP);

• Eight (8) years (or above) of proven relevant professional experience inproject environmental and social assessment; environmental and socialcompliance; environmental management and monitoring;

a) Job summary

Review controls in and around the IT systems environment eitherindividually or as a member of an audit team. As an audit team member, theauditor assists in the development of the audit plan, performs assigned tasksand contributes to audit report writing. This requires an in-depth understanding of system controls, both ITgeneral and application controls. Accordingly, this will require the creativeapplication of analytical skills and the summarization of findings andrecommendations into concise and accurate written reports.

 

b) Job responsibilities

 

Review and analyse IT laws,regulations, policies, and guidelines to identify control deficiencies and makeappropriate recommendations.

Gather and analyse datafrom review systems using Computer-Aided Tools.

Analyze emergingcybersecurity threats.

Investigate securitythreats and management responses.

Identify and analyse applications/systems’access controls.

Identify system attacks,intrusions and unusual, unauthorized or illegal activities.

Use advanced analytic toolsto determine emerging threat patterns and vulnerabilities of systems.

Effectively present ideasand recommendations both orally and in writing.

 

JOB REQUIREMENTS  

 

Bachelor’s degree inBusiness Information Technology, Information Systems Management, or ComputerScience.

Professional Certificationin Information Technology or information security, such as Certified InformationSystems Auditor, Certified Information Systems Security Professional, CertifiedEthical Hacker, ISO/IEC 27001 Lead Auditor, or similar certification.

Knowledge of both Windowsand Linux Operating Systems.

Experience withcomputer-aided tools and data analytics.

Proven working experienceof four (4) and above years in information systems management is a must.

• Develop audit findings;

• Assist in writing audit reports;

• Work effectively in a structured setting as a member of a team;

• Bachelor of Science (Bsc)in Civil Engineering from a recognized University;

• At least five (5) years of proven working experience in relevant field;

• Knowledge of governmental organisations and operations;

• Knowledge of basic research methods;

a) Job summary

Under the supervision of the Director of Human Resources and Administration,the estate and logistic officer will be responsible for the management and upkeeping of land and of property belonging to the Office of the Auditor Generaland make sure that the physical environment (building, water, electricity,etc.) is suitable to deliver services within the OAG.

She/he will be also responsible for supply chain management componentthat meet OAG demands through the planning, control and implementation of theeffective movement and storage of needed goods and services from suppliers orservice providers to OAG.

 

b) Job responsibilities

 

Ensuring daily managementof stock materials;

Receiving materials orgoods purchased and checking their compliance to set specifications;

Updating documents andregisters used in stock management;

Ensure a systemic OAG stockinventory;

Ensuring distribution ofmaterials to users in accordance with procedures in force;

Centralizing asset needsfrom all OAG departments and making recommendations regarding the materials orservices to be purchased;

Ensuring timely follow upon maintenance for all sanitation equipment and system;

Estate management of OAG;

Assist the Department ofFinance in updating asset register used in logistics management;

Ensuring to OAG managementinternal logistics management in conformity with the existing laws and regulations;

Carrying out monthly andannual physical inventories of the OAG movable and immovable assets;

Undertaking annualvaluation of OAG assets to determine their current depreciation (amortization),status and possible disposal;

Preparing monthly,quarterly and annually progress reports and whenever required;

Facilitate travelarrangements (itineraries; air tickets, drop guest from or to airport; 

Ensure day to daymanagement of OAG vehicles.

Performing any other dutiesas may be assigned to him/her by supervisor(s);

b) Job responsibilities

 

Install and maintain theperformance of Database Servers;

Responsibility for theevaluation of database software purchases;

Supervision ofmodifications to any existing database software to meet OAG needs

Make sure that data isavailable to users, and that it’s kept secure from unauthorized access oraccidental loss or corruption;

• Informing end users of changes in databases and train them to utilizesystems;

Ensuring the security ofOAG data;

Develop processes foroptimizing Database Security;

Set and maintain databaseStandards.

Manage database access;

Research and recommendinnovative, and where possible automated approaches for OAG information asset;

Perform daily backupoperations, ensuring that all required file systems and system data aresuccessfully backed up to the appropriate media, recovery tapes or disks arecreated, and media is recycled and sent off site as necessary;

Maintain operational,configuration, or other procedures;

Perform periodicperformance reporting to support capacity planning;

Designed professionalpresentations for training sessions, executive reports and citizens reports fordigital and print media;

Proficient in MicrosoftPowerPoint and Google Slides;

Ensured brand consistencyacross all presentation materials while delivering polished, high-quality slidedecks within tight deadlines;

Created custom slidelayouts, infographics, charts, icons, and animations to simplify complexinformation and enhance audience engagement;

a) Job summary

Under the supervision of the Director of ICT, the IT Officer in Chargeof Help Desk and User support is responsible for ensuring that OAG ICT usersare receiving the adequate ICT support in order to achieve their objectives aswell as the overall OAG strategic objectives.

 

b) Job responsibilities

 

Maintenance and repair ofICT equipment including the lift;

Support and providingadvice to end-users on software and hardware related problems;

Assists staff in the use ofinformation systems and applications;

Any other activity asManagement may assign.

 

JOB REQUIREMENTS  

 

Bachelor Degree in Computerscience, Computer engineering, Information technology, Information systems,Management information systems, Business information technology from arecognized University;

Knowledge in maintenance ofICT equipment;

A proven ability to work onhis/her own initiative is critical and also as part of a team providing ITsupport to a varied user base;

At least two (2) years ofproven work experience in ICT field;

Being 30 years old or less;

Being Rwandan citizen.

Background

The Office of the Auditor General (OAG) is Rwanda’s Supreme AuditInstitution. It derives its mandate from Articles 166 and 167 of theConstitution of the Republic of Rwanda. This mandate is detailed in the law N°79/2013 of 11/09/2013, determining the mission, organisation and functioning ofthe Office of the Auditor General of State Finances.  The Office has legalpersonality, financial and administrative autonomy. OAG is responsible for thefollowings:

• Auditing and reporting on accounts of all public entities, localadministrative entities, public enterprises, parastatal organisations andprojects;

• Conducting financial, compliance, performance (economy,efficiency and effectiveness) and special audits in respect of expenditure inall institutions referred to above;

• Conducting accountability, management and strategic audits ofaccounts in the institutions mentioned above.

a) Job summary

The Capacity Building Supervisor will be reporting to Assistant AuditorGeneral and will support different audit teams in conducting financial andcompliance audits of public institutions, projects and programs.

He/she will also provide training on relevant accounting and auditingstandards, tools and audit techniques to increase staff professional capacity.

The position is aimed at strengthening the organisational performanceand individual capacities of audit staff through accelerated skills transferinitiative and other capacity building initiatives.

 

b) Terms of Service

 

The position will be for a three-year contract period, renewableannually upon satisfactory performance and availability of funds.

 

c) Location

 

The position will be based at OAG Headquarters with frequent travel toaudit client sites.

 

d) Job responsibilities

 

Provide technical supportand advice to audit staff on assigned audit assignments from planning,execution and reporting;

Review audit working papersand audit reports, ensuring audit reports are appropriate in the circumstancesand supported by appropriate audit evidence;

Identify skills gaps andtraining needs through performance evaluations of audit staff supervised andprovide hands on training to address the skills gap;

Develop and implementcapacity building strategies for individual audit staff aimed at acceleratedhands-on learning;

Promote continuous learningof audit staff by coming up with innovative audit guides, templates etc. and throughformal class room training;

Monitor and evaluate theimpact of capacity building initiative and recommend improvements;

Support OAG in adopting newstandards, tools and processes aimed at enhancing efficiency and effectiveness;

Support OAG inimplementation of its quality management system to minimise quality audit riskat assignment and institutional levels;

Prepare monthly reports onprogress of skills transfer, including outcomes and recommendations forimprovement; and

Facilitate otherinstitutional capacity development activities that may be assigned byManagement from time to time.

 

d)Jobrequirements

 

Bachelors degree inaccounting or finance or economics from a recognized University for complianceand financial audit;

Professional qualification in Accounting recognised by IFAC (ACCA andCPA)

Proven knowledge of publicfinancial management systems, laws and regulations covering all aspects ofpublic expenditure management;

Proven experience inSupreme Audit Institution audit methodology;

Proven experience in auditof financial statements prepared using fair presentation accounting frameworks(IPSAS and IFRS);

At least ten (10) years ofworking experience with an audit firm/Supreme Audit Institutions; includingproven experience of two (2) years in leading audit teams at the level of AuditManager and above;

Be a Rwandan citizen.
